Will a 265/40R BF Goodrich Drag Radial fit on a ROH drift 18x9 wheel without fender rolling, if no, will they fit if using drag bags?

People need to stop putting the wider 40 series tires on the rear. With drag bags, maybe. I'd still advise staying with a 265 or 275/35 when running an 18" wheel.

since when is the aspect ratio have anything to do with the width? 40 isn't a 40 series like in the old days, its 40% if the section width is the height of the sidewall. The section width (first number) is the width in MM of the section of a loaded tire at recommended tire pressures. If the first number is 275, its 275MM from side wall to sidewall, doesn't matter what the second number is. If the aspect ratio is higher (tire is taller), then the section width (first number) is adjusted to be what it says it is.

The aspect ratio plays just as much a part as the section width. If he plans to run a stock suspension, a 275/40 will most likely be cut be the fender lip. Rolling the lip, running stiffer rear springs, or using drag bags will all have an effect of causing less damage to the sidewall. A 275/35 is ~1" shorter in overall diameter. This means that the fender & the sidewall are 1/2" farther apart. Like I said, on a stock suspension, the rear end squats a lot on takeoff. I'm not arguing the width, I'm arguing the height.
