Commemorative license plate

I have 2 2007 Illinois commemorative Plates. i was wandering if anyone has an 2006 plate that they would like to trade for one of mine. Not sure if it makes a difference but my plate number is 47. I don't care what number it is just would like to trade one of one. it is registered as a "souvenir" so it cant be used on the car.

"Souvenir plates can not be displayed on a car on a public highway. Failure to report the information correctly will be a class A misdemeanor for me..." This is from the ls2gto.com page that sells the plate just incase anyone needed to know and to cover my ass and the website.

Can those plates be displayed on vehicle at all times or just during certain time period ?
