flaking clear coat. fix?

i have aza wheels and the polished lip/rim has some flaking clear coat. well, more like peeling. one of the spots is a good 2 inches wide that is now 'naked'. is there a way to just get the rest of the clear coat off? and if so, is that a good idea? i may be trailer trash, but my car ain't! and i don't want it looking like it is.
