If i've got a wheel with 72.5mm bore, will I be able to squeeze that on a 72.65mm hub ring? It seems like thats such a small difference, it will just fit a little tight, right?

Depends on the production tolerances of the wheel and the ring.

Might go on, but may never come back off also.

If it is machined to those exact numbers then you will not be able to fit the ring. It would miss fitting by .15. This is assuming it is a billet ring not plastic. If it is plastic you might be able to squeeze it but still probably not. Even if you made it on then it would be crooked and not sit on the hub correctly. I wouldn't do it and feel safe driving the car.
