Quick wheel question

I have a couple questions. Which wheels do not need hub rings? My second question deals with a staggered setup. I am looking at 18" wheels with 235/48-18's up front and 265/35-18's tires in the back. Would I only need to do is roll or cut the fenders?

Front: 18x8 with a 40 offset
Rear: 18x9.5 with a 45 offset
