I know this has been talked about alot and i have read numerous threads about it but didn't really find an answer to my questions.
1. i want to paint my wheels like the pic below but is it possible to have them powder coated like this?

2. If i just paint them would i have to strip them down to bare metal or could i just scuff them a little and use the factory paint as a primer?
