Tire Width

Hey guys, a few questions. First, is it a good idea to get new rims and use the stock rims for drag tires and switch them out for track use? Second, what is the widest tire I can use without rolling the fenders? Also, what would it cost or how much work would it involve to roll the fenders? I'm kind of a newbie so it can't really be too difficult.
