That's an engine from an F15 according to the video. Could be a Pratt & Whitney F100 depending of video is correct or not.

At 45sec, the augmentor (afterburner) gets lit.. that's all I can see. Looks like it's at green run or overhaul. Don't think it's a test.. not enough wiring coming off it, but I could be wrong. All the ones I've seen at test have a lot of wires coming out running up and out in bundles.

Yes, common practice in FWD drag cars- helps prevent weight transfer and unloading of the front suspension to hook up better.

Waiting for the "ZOMG- THAT IS SO RICER" comments when most of these cars will wax the fastest GTO's out there .
