Got the blues because your dealer installed your front license plate bracket . I may have the answer to this problem. Will post pictures of part when finished with it at my machine shop. If interested post response.

The part that i am working on will be stainless steel cnc machined basicly a badge that covers up the holes. it will be the same shape as the gto badge on fender also will be able to print pontiac or ls1 on it should have it done soon.

Could you fab a rear plate holder that's size of the entire rear pan where the plate sits??
