That's the CAGS (Computer Aided Gear Selection) kicking in to force you to shift to fourth gear after first to save gas. This is the infamous "Skip Shift" situation. You can defeat the system 1 of two ways. Drive witha heavy foot, if you go beyond a certain RPM range, you can use all the gears, or go buy the $20 skip shift eliminator, it plugs into the M6 harness and disables the CAGS.
